Foreign medical universities do not charge donation or capitation fees. This is not a special category of universities -- it applies to all of them. The concept of "donation seats" and "management quota" does not exist in the medical education systems of Russia, Georgia, Kazakhstan, Uzbekistan, or the Philippines.

Here is how the costs compare directly. Indian private medical colleges: official tuition ranges from 10-25 lakhs per year, but donation/capitation adds 50 lakhs to 1 crore on top. Total outlay: 60 lakhs to 1.5 crore for a 5.5-year MBBS. This money is paid upfront or in large installments during the first year. It is non-refundable, often demanded in cash, and rarely documented officially.

MBBS abroad: total 5-6 year cost ranges from 15-40 lakhs depending on the country. Uzbekistan: 15-25 lakhs. Kazakhstan: 15-25 lakhs. Russia: 18-40 lakhs. Georgia: 20-35 lakhs. Philippines: 22-35 lakhs. Every rupee is documented. Fees are published on university websites and paid to official university bank accounts. No middleman takes a cut labeled as "donation."

Admission abroad is based on NEET qualification (50% minimum marks for general category) and academic records. No recommendations, no interviews where a "building fund" gets discussed, and no management quota seats at inflated prices. If you meet the eligibility criteria, you get admitted.

There is a legitimate agent/counselor fee of 50,000-1.5 lakhs for processing and guidance, which is a standard service charge. If anyone demands money beyond this and calls it a university donation, that is a scam. Pay all tuition directly to the university's bank account and keep receipts.

The trade-off: graduating from abroad means passing FMGE to practice in India, which has a 20-25% national pass rate. Indian private college graduates can practice immediately. But at 60L-1.5Cr vs. 15-40L, you save enough to fund years of FMGE coaching and still come out ahead financially.
